I scuba dove in the Florida Keys and Key West in mid-November of 2019 and had calm seas and great visibility. Hurricane season is officially from June 1 – November 30, but most severe storms seem to come in late August and early November. I think you’ll be fine.

A historical thing to see while touring Ft. Jefferson in the Dry Tortugas is Dr. Samuel Mudd’s prison cell. Mudd was brought to Ft. Jefferson after the Civil War for fixing the broken leg of Lincoln assassin John Wilkes Booth.
